Work Schedule Summary

M-F, 8am-5pm, depending on departmental needs. Hybrid work schedule available with some in office work. Allowance to work fully remote may be available.

This position has the ability to telework remotely for a portion of each week. An employee hired into this role will be responsible for providing space, printing, networking and/or internet capabilities at the telecommute location and agree to the terms of the University of Utah campus Telecommuting Agreement while working remotely.

Under minimal supervision, responsible for planning, administrating, organizing, directing and/or controlling all aspects of state, federal, competitively bid and commercial contracts that may be associated with highly visible programs and departments within the University of Utah, such as university wide contracts. Administration includes fixed priced bids and proposals that results in a contract, service and maintenance contracts, state, federal, and other inter-local/governmental contracts. Interprets procurement policies and laws to ensure actions are in accordance with University policies and the State of Utah State Procurement Code.

Responsibilities

Monitor implementation of university and/ or departmental contracts.

Work with buyers and departments in the development of strategic sourcing opportunities that may result in a university-wide contract(s).

Provide guidance and instruction to ensure compliance with state, federal, and local authority contract requirements, procedures, regulations and good business practices.

Provide assistance as directed with negotiating vendor terms and conditions. Provide contract documents for legal review and total day-to-day compliance and administration of resultant contracts.

Acts as a liaison to proactively engage with internal departments, customers, stakeholders and suppliers to process contract renewals, extensions and cancellations or terminations.

Review procurement policies, laws, guidelines, requirements and codes to ensure that actions taken are in accordance with University policies and state or federal laws.

  1. Management of day-to-day contract administration

  2. Monitor contract performance by developing university wide procedures to ensure compliance with contractual requirements and all local and federal government regulations.

  3. Review and recommend appropriate course of action for sophisticated and strategically sourced contracts.

  4. Ensures that all required documents such as bidding documents, pricing schedules, insurance certificates, bonding requirements, renewal, extensions, terminations and other required documents are maintained within the contracts management system.

  5. Maintain contract files according to university, state and federal retention schedule requirements.

  6. Acts as a liaison between vendors and departments and advises departments on contracting processes.

  7. Provide training and guidance to university staff and departments.

  8. Provide oversight of the contract management software system.

This position manages and coordinates multiple contracts throughout the university that are large in scope. Candidate will be responsible to resolve contracting issues and problems that may result in a delay in delivery of desired goods and services.

The candidate must have the ability to interface with a myriad of internal and external customers and to promote compliance to all University policies and procedures and relevant federal and state laws.

Minimum Qualifications

Bachelor’s degree in a related area or equivalency (one year of education can be substituted for two years of related work experience). Four to six years of progressively more responsible management experience. Background knowledge of hiring department’s area of specialization in order to analyze, plan and draw conclusions for recommendations to superiors. Demonstrated leadership skills in planning and directing employees and processes in order to effectively monitor and develop subordinates and to ensure the smooth operation of department. Completion of provided supervisory training within one year of employment may be required. Master’s degree in a related area may be preferred.

Preferences

Bachelor’s degree in Business Administration, Accounting, Finance or Supply Chain Management may be preferred, plus two years of direct contracting experience. Proven ability to analyze information and draw conclusions by applying risk analysis techniques and successfully negotiate with others required. Demonstrated human relations and effective communications skills also required. Applicants must demonstrate the potential ability to perform the essential functions of the job as outlined in the position description.
